Company receives majority stakes in upstream firms despite failing export quota tests

China's biggest rare earths producer, Inner Mongolia Baotou Steel Rare Earth Hi-Tech Co., has acquired nine regional mining companies as part of government plans to consolidate the sector, Reuters has reported.
