Supply update: Heilongjiang production falls moving into Q4; Luobei ore distribution prompts output reduction

China’s flake graphite output has slowed moving into Q4 2014, as a reduction in ore distribution by Luobei’s regional government sparked the beginning of a seasonal slowdown in production from Heilongjiang province.
