Uncooperative miners hamper the “last mile” of rare earth consolidation

A number of small miners who are yet to be consolidated, despite being on an elimination list or signed up to being absorbed by a big six rare earths producers, are engaging in delaying and deferment tactics, slowing reform of the sector in China.

While the "big six" rare earths producers in China, led by China Northern Rare Earth Hi-Tech Group Co. Ltd, are now fully established, with most mining licences and smelting and separation companies consolidated, the final steps in the reform of the sector are being deferred by an obstinate minority.
